Portal Banners Docs: Portal Pages
The portal pages Portal Banners can show a template on: Help center, Portal home, Create request, View request, Profile and My requests — and which need all service desks.
In Show to customers, Pages chooses the portal pages that show the template. All pages (ticked by default) means every page below.

Help center, Profile and My requests belong to the whole help center, not to one service desk — so they are offered only with All service desks.
