Portal Banners Docs: Where on the Page
Where Portal Banners can show a template on a Jira Service Management portal page: the header, below the header, the footer, or a dialog that opens once per visit.

In Show to customers, Where on the page chooses the places of the portal page that show the template. You can choose several; a small sketch of a portal page beside the field lights the places you chose.
Header
At the top of the page content, under the portal’s title and welcome text — the place for announcement banners and maintenance notices that everyone should see first.
Below the header
Between the header and the page’s own content, for example above the list of request types or the request form — a good place for how-tos and diagrams.
Footer
At the bottom of the page — contacts, opening hours, links to the status page or policies.
Dialog
Opens over the portal once per visit. Where Atlassian’s platform cannot open a dialog on the portal, the same content expands in the header with a Close button.
One template per place
Each place of each page shows one template. Showing another one there replaces it — the dialog warns first (‘Replaces “Welcome” shown here.’). The Where templates are shown tab lists every place in use.
